A third of UK-homes are hard-to-treat: off the gas network or unsuitable for standard insulation measures. Technologies to tackle these homes are increasingly available and cost effective. Nonetheless, at current refurbishment rates it will take several hundred years to improve significantly the energy standards of the UK's hard to treat homes.

This conference will bring together the major stakeholders in domestic sustainable energy to address issues such as:
- How we can begin achieving the volumes required to tackle effectively the UK's hard to treat homes by 2050?
- How we can deliver and promote hard to treat solutions to social housing providers, private rented sector landlords and owner occupiers?
- What will be the impact of proposals for the government's CERT 2008-2011 programme, which promises to release additional funding to tackle these homes?
Speakers and presentations include:
- Ian Preston from CSE and John Riley from BRE presenting new research on the nature of the UK's hard to treat housing stock, and on how much it will cost to tackle these homes
- Paul Ciniglio of Drum Housing Association, winner of a 2007 Housing Corporation Gold Award for their innovative approach to improving their hard to treat homes
- Penney Poyzer - presenter of TVs No Waste Like Home who originally came to public attention after improving her own Victorian semi to high energy standards.
